I do know that anything previously uploaded can be selected from a menu within the file upload tool. When you go to upload a file, you can browse your computer or select from a list of previously uploaded files.
I am not sure if deleted files are still available in the list. If so, it will make it much easier on us when instructors accidentally delete content, or when links go dead.
If not, its a nice way to view all the files uploaded to the course, especially if you want to list them all in one place such as course documents.
